Province Cellप्रदेश सेल
In 2019, PRC was formally registered in its namesake Pokhara Metropolitan City in Kaski district of Gandaki Province. The YO Strategic Directive led by the Institution Cell, was enacted to create the first project cell namely, Province Cell with the mission to promote economic freedom of the individual through good governance in the provinces.
The primary objective of the Province cell is to reduce excessive centralization in Nepal and enhance provincial autonomy with the aim to bring the government closer to citizens. The Province Cell dissects its work in three wings pursuant to the three facets of provincial governance in Nepal, namely, Province Assembly (inc. 2019), Province Government (inc. 2021) and Intergovernmental Relations (inc. 2023).

standardization along with policy briefs (1), articles (5), and research papers (1),
Gandaki province Budget Analysis.
- Organize three Gandaki Leaders Circle (GLC), two consultative meetings, targeted two
engagement programs for policymakers, and provide two policy recommendation
papers as knowledge.
- Relocate to a larger office space with 50% more space, acquire 2 necessary office
equipment (Projector, television), and procure 2 essential paid software (Finance
keeping and G-suit)
- Create a minimum of 6 impactful content in terms of social media posts, articles, blogs,
and presentations, host (2) webinars, optimize the website SEO 50% better and
disseminate research findings through conference
Outcome:
- Enhance organizational visibility and credibility by renewing ongoing partnerships at a
75% retention rate from four ongoing partnerships and 2 more new partnerships
within 12 months. Strengthen PRC's reputation and credibility by achieving a 50%
alignment of outcomes across all ongoing projects.
- Raise awareness and understanding of key policy issues in Gandaki Province by
achieving 3 national and 6 local media mentions and policy discussions referencing
PRC& it's research work within the next 12 months.
- Influence at least one significant policy change within Gandaki Province or 2-4 times
citation of our input in the Gandaki parliamentary session within the next year.
- Improve operational efficiency by achieving a 20% reduction in equipment downtime
and a 25% decrease in project turnaround time which is currently a 20% project delay
on the overall timeline within the next 12 months
- Elevate PRC's thought leadership in policy discourse by achieving a 20% increase in the
number of online engagement metrics (likes, shares, comments) and a 10% increase in
website traffic and newsletter subscription within 12 months. -

To promote yoth political participation and engagemnet in public policymaking and the legislative process. Through a research and legislative training program, yoth will support provincial parliamentarians in advancing informed, data driven, centered policy formulation
Activities:
The Pokhara Research Centre (PRC) will continue to implement the Pre-Professionals Parliamentary Support Program (PPSP) -- a year-long capacity-building program for 50 youth from Gandaki’s 11 districts. Youth aged 20-30 years currently enrolled in undergraduate or graduate programs or recent graduates are eligible to apply and the PRC will promote the opportunity widely through local media, newspapers, and online educational sites to ensure broad, diverse, and inclusive outreach. The initial participant screening process will involve submission of a detailed application and an in-person interview. The PRC will prioritize applicants with an interest in government, public policy, policymaking, and/or with a strong record of community engagement.
