ABOUT YPG Fellowship
The Youth in Policy and Governance (YPG) Fellowship is a year-long, distinctive and exciting opportunity for young Nepalese citizens of a given province to learn law-making and public policy. YPG Fellows are mentored/trained by different field experts in various socio-economic dimensions of Public Policy and Governance mainly. YPG Fellows then get to work with the assigned Member of Province Assembly (MPA) for active winter and budget parliamentary sessions in the Province Assembly. The primary role of a YPG Fellow is to deliver extensive research support to her/his MPA’s for their parliamentary work. This involves drafting parliamentary questions for the MPAs, preparing speeches/documents for discussions, raising matters of public importance, etc. Essentially, fellows are the knowledge assistants of MPAs.
When parliament is not in session, YPG Fellows participate with policymakers, experts from think tanks, academicians, journalists, and leaders from distinct institutions by contributing to workshops on significant policy and development issues. YPG Fellows also participate in field visits during the inter-session period for a practical experience in governance at the grass root level.
Roles of YPG Fellows
During the progression of the fellowship, Fellows will get the opportunity to participate with professionals from distinct sectors and understand significant policy and development issues.
The Fellow's primary task includes delivering research support to the Member of Province Assembly (MPA’s) that she/he is assigned. Fellows will undertake a significant level of research related to the Provincial Assembly, such as inputs for bills, parliamentary questions, policy discussions, etc. Furthermore, YPG Fellows are requisite to deliver background research for the discussions and media events MPA’s attend in their official capacity. While some MPA’s may delegate constituency-related work to their YPG Fellows, signing up for such work (including visits to the constituency) is subject the agreement between the MPA’s and the YPG Fellow. However, these works should not solicit personal benefits for the MPA’s.
Research of YPG fellows focuses on diverse issues such as public service delivery, good governance, environmental issues, economics, and foreign relations. Research tasks may include
YPG Fellows rarely have a usual work day. Requests for research may have varying limits - ranging from thirty minutes to a week, depending on the requirements of the MPA’s. When the state parliament is in session, the workload is likely to be busier than the time period between sessions.
