
The Pokhara Research Centre (PRC) has prepared and shared key recommendations on policy and budget, outlining critical reforms in agriculture policy and program, along with recommendations for border legislative improvements. ahead of the formulation of annual plans and programs for the FY 2025/26. The paper titled “Key Issues to be Addressed in the Policies, Programs, and Agricultural Budget of Gandaki Province for Fiscal Year 2025/26,” was submitted to key policy stakeholders. PRC also presented the key reforms outlined in the document at the development partners’ meeting organized by the Gandaki Province Policy and Planning Commission on 19th May 2025.
This comprehensive document, based on extensive studies and discussions conducted throughout the year, offers transformative recommendations to improve planning and program design for the Gandaki Province’s agricultural sector. Key recommendations include accelerating commercial farming initiatives, enhancing coordination with local levels, meticulous planning for effective resource allocation, especially technical resources, and implementing a production-based subsidy system. The paper addresses critical challenges such as overlapping programs, inefficient resource use, and the need for transparent monitoring, while advocating for local-level planning and effective extension services. Aimed at fostering sustainable growth, the document calls for stakeholder collaboration to align policies with ground realities.
