The Pokhara Research Centre (PRC), in collaboration with the provincial agriculture ministry, conducted a comprehensive study using the Market System Development (MSD) approach. PRC conducted this study with the support of the Subnational Governance Program, under a strategic partnership of the Australian Government Department of Foreign Affairs and Trade and The Asia Foundation. The MSD approach here has been used to evaluate the effectiveness of the agricultural mechanization subsidy program in Gandaki Province, with a specific focus on the mini-tiller subsidy initiative in Pokhara Metropolitan City.

Through desk research, key informant interviews, and group consultations, it identifies key constraints and offers a detailed intervention plan to enhance data-driven outreach, machinery standards, M&E, and intergovernmental collaboration. The study advocates for a sustainable subsidy framework to boost agricultural productivity and resilience.
